Consultation and Supply and Demand Analysis of LDD provision –  East of England

VT Research (now Babcock) was commissioned by East of England LSC to undertake regional research and consultation to investigate supply and demand for LDD provision and to provide detailed needs analyses and recommendations in ten Local Authority Needs Analysis reports. The aim of the research was to establish a baseline of supply and demand for LDD provision, looking at capacity and FUTURE demand, and positioned in relation to prevailing national policy. We also undertook a consultation, the aim of which was to establish how far there is an agreed vision of LDD provision among key stakeholders in the region and how provision can develop to meet the needs of young people with LDD. The consultation evaluated current working arrangements and partnerships and identified good practice and areas for improvement.

Our analysts conducted extensive secondary statistical analysis relating to LLDD in the region, and undertook a postal mapping exercise of all providers in the region, including FE Colleges, Work-Based Learning Providers, School Sixth Forms, Special Schools, LDD specialist colleges and some third sector learning and training providers. Parents/carers of young people with LDD were also given the opportunity to respond with their views about supply and demand of provision via a postal consultation. Face to face consultations were undertaken with LLDD (pre-and post-16). Telephone and face-to-face consultations were conducted with 100 stakeholders, including strategic partnerships and authorities, learning organisations and support agencies. Issues pertaining to staff recruitment, retention and training were researched. The research culminated in strategic recommendations and action planning to take forward the regional LDD strategy for the 10 LAs.

Review of Transport/Tranport Mapping for the Introduction of Diplomas

Wakefield LA commissioned VT Research (now Babcock) to design and undertake a programme of research, analysis and formulation of recommendations to support introduction of the new Diploma lines, being run collaboratively across the District.

We undertook detailed analysis of the potential provision by diploma line, institution, location and number of students; current provision of transport; and costings of new transport lines with feasibility analysis for journeys. Qualitative consultation was undertaken with schools, FE providers, transport planners, and young people themselves. Options and recommendations on workable solutions were submitted to the LEA.
